Sir,

With reference to Lord Milner's despatch

No.340 of 8th October, 1920, I have the honour to state that His Majesty's Consul-General at Shanghai is presumably unaware that in addition to the payments amounting to 83000

annually which it makes in respect of the Shanghai Registry

this Colony pays 20% of the gross revenue from the Registry

to His Majesty's Goverment by way of military contribution.

I submit that there is no ground for making a further

contribution.
